INDIA'S WORST JOURNALIST, BARKHA DUTT -  CAPT AJIT VADAKAYIL
Barkha Dutt is India's most celebrated journalist. 
She has received several foreign awards, including one for the "most intelligent journalist" . I take severe exception to this most intelligent award.
As an intelligent man, I have found her to be of low IQ.  

She can of course challenge me , in which case I will pick up a 14 year old chaiwalla from the streets of Mumbai, and we will televise this IQ test program LIVE.   Her "buck stops now" is an assault on the cerebral matter of an intelligent man.
To be frank, now days I have started seeing eye to eye with Ariana - nay-- Shobhaa De.  She has put Barkha Dutt as the worst journalist. 
Barkha Dutt has received the Padma Shri award . Of course Sonia will love any Hindu bashing journalist.
It is amazing that NDTV claims to be an Indian channel, but has never ever projected the Kashmiri Pandit problem.  Yet NDTV has given extra space to secessionists from Kashmir, who want Independence from India.  This channel gives space to rabid hate monger Teetsa Setalvad and Arundhati Roy ( related to Prannoy Roy , a Christian and Sonia loyalist )
Probably it is Barkha Dutt's mindset, and so I wont blame her for her DNA programming. 

Both her first and second husbands are Kashmiri Muslims, as per Wiki ( she gets this deleted every now and then ) . She herself did her Masters in mass communications at Jamia Milia Islamia, New Delhi.
Barkha Dutt’s second husband Haseeb Drabu ( as per Wiki ) a secessionist who authored of a "Self Rule" Document that was part of PDPs election manifesto.  ( Barkha has denied this marriage on NDTV , I have heard this myself ) He had also envisioned the need for a separate currency "Karra" for J&K's autonomy ( IB report ).   It is strange that a self righteous journalist of national repute and a Padma Shri recipient is the spouse of a pro-secessionist anti national. 

Why is Indian public and Parliament allowing this?

Barkha, a piece of advise,-- Next time you bring separatists /anti-nationals to the forefront through NDTV, there will be a price to pay. The people of India are watching you, Christian Pranoy Roy ( Bharat Ratna for MF Hussain ) and his Christian cousin Arundhati Roy ( Azadi for Kashmir ) .

Barkha also obtained a master's degree in journalism from Columbia University's Graduate School of Journalism, New York . Whoever goes to Columbia university ( founded with Opium drug money ) on scholarship must be earmarked and watched.  No wonder she bagged a position on the list of 100 "Global Leaders of Tomorrow" compiled by the World Economic Forum (2001, 2008), a Rothschild arm.  Opium drug runner Rothschild owned the British East India Company, who ruled India.
The way she bulldozes her way into people's tragedies and gives unilateral arbitration with a chosen audience lapping up her words, has to be seen to be believed. 

The internet is full of cries and fervent pleas to take Bak Bak Barkha off the air.  Even Wikipedia does NOT have a kind word about her.
Barkha Dutt tasted fame by pretending to jump out of her skin at every small sound while interviewing the soldiers of the Kargil war.  We are supposed to believe that her life is in grave danger. 

She gives self-righteous bak bak about free speech .She took legal action against a small time blogger Chyetanya Kunte for voicing his opinion about her "shoddy journalism", -- about her spin on 26/11 . Chyetanya was forced to take down his post,  thanks to NDTV's threat.

In the Nira radia tapes Barkha Dutt appears to offer to pass messages between Nira Radia, who appeared to be trying to get a politician suspected of corruption reappointed as telecommunications minister at the behest of her clients, and senior leaders of the Congress Party. Some critics accused her of acting as a power broker, a charge she vehemently denied.

The tapes shocked the entire nation and many heavy weight journalists have said they are evidence of a bed fellow relationship between the press and the powerful.

“The robust Indian tradition of adversarial journalism has been mortgaged at the altar of cozy networks,” wrote Rajdeep Sardesai, another top television journalist, in a column in The Hindustan Times on Friday.

While Vir Sanghvi apologised, Barkha went on the counter offensive in a bulldog manner.She frothed through her brokering mouth  “a journalist talks to many people while doing a story”.

Even an idiot could find out that Nira Radia, Barkha Dutt and Vir Sanghvi were together trying to make sure that Dayanidhi Maran doesn’t get the telecom ministry.  Instead, the focus of their efforts was to make DMK man A Raja the Telecom Minister. It’s also very clear now that these things were being done at the behest of Ratan Tata whose company would have been the direct beneficiary from A Raja’s appointment as the Telecom Minister.

Barkha is the only celebrity journalist on this planet to have hate pages on Facebook. The Internet is full of posts describing her as a Hindu basher.
She is probably the only news anchor on Indian TV that has a ‘ dress sponsor’. All the image makeovers may not help much when you look like a sack of potatoes with a plain Jane face, which I am afraid cannot launch even half a ship-- leave alone 1000 ships.   Now this is the truth and hence cant be yellow journalism.

Nearly the entire top leadership of the LTTE were Christians- Prabhakaran, Anton Balasingham; Bhanu; Lawrence; Pottu Amman and Soosai are Methodist Christians.  The Hindu Karuna defection has a lot more than meets the eye, as a lot of non-Christian LTTE leaders like Mahendrarajah were eliminated. 

Mormons Christian missionaries are allowed to run wild by the Vatican sponsored Sonia Govt.  The bulk of the funds for LTTE come from Tamil Christian clergy, from the Catholic, Methodist, Anglican and evangelical churches. By the way the next US president Mitt Romney chosen by Zionist Bilderberg Club, is a Mormon.
For the past 20 years foreign funded Christain missionary NGOs have been working overtime in Assam and the entire NE.  These are Trojan horses in the garb of good samaritans . Most of the Christians sessionists groups have sophisticated guns. None of these armed Christian gangs care for India.
I must tell my fellow patriotic Indians to trust the FREE Internet more than the Indian TV, media  which is all hijacked , by powerful desh drohi foreign forces, who finance these channels.

Today I was a bit shocked to see a patriotic Internet web site by the name of  HJS ( Hindu Janajagruti Samiti ) banned by Sonia Gandhi and her pseudo secular coterie.  To be frank I have been reading the posts on this site for the past 2 years.  80% of the posts are about our freedom fighters who got India her freedom from the British invader.   Are we to forget these selfless men?  

What a disgrace!

New York Times attacks Modi, sets new standards in dishonest journalism

On Modi, NYT sets aside objectivity
“As journalists we treat our readers, viewers, listeners and online users as fairly and openly as possible. Whatever the medium, we tell our audiences the complete, unvarnished truth as best we can learn it.”
This lofty claim, in the rather fancily titled “Ethics in Journalism” section of The New York Times, stands diminished, if not irreparably damaged, by the shocking piece of screed carried in the paper on September 17, 2013, titled “Campaign for Prime Minister off to a violent start”. While it is the absolute prerogative of The New York Times to take any editorial stance, one expects that facts will not be put in complete abeyance, and bigotry and racism will prevail, with a purpose to besmirch democratically elected leaders in other parts of the world.

Narendra Modi, three times elected Chief Minister of Gujarat, and who has been recently chosen as the candidate for Prime Minister in next spring’s election by his party, the BJP, is referred to as a Hindu chauvinist by the reporter who wrote this article. Did The New York Times ever describe President George W Bush as a Christian chauvinist for his overt Christianity and for appointing, for example, General William Boykin, who once told a Muslim warlord in Somalia: “I knew my God was bigger than his. I knew that my God was a real God and his was an idol”, to head the hunt for Osama bin Laden? This is the standard of bigotry and racism: treating a comparable situation differently based upon race and identity.

Modi is accused of “mass murder” (sic), informs the NYT to its unsuspecting readership. What the paper does not inform its readers is that the Supreme Court of India-appointed Special Investigation Team (SIT) has absolved Modi of every charge leveled against him and that there is no case of mass murder against Modi in any court of law. Neither does the paper inform its reader, that almost all of those who carried out a decade-long malicious campaign against Modi have been either found to have been forging evidence or have being accused of defrauding riot victims. “Complete, unvarnished truth” is what the paper claims to tell its readers. Had this been practiced too, The New York Times would have told its readers that Modi has faced a fiercely independent national media, a very independent judiciary, and an opposition federal Government for the last nine years, and yet not a shred of evidence has been produced in any court of law against him which could withstand legal scrutiny.

Indeed, whatever evidence that was presented was found to be forged or concocted by the Supreme Court-appointed SIT.

While endorsing John Kerry against President Bush in 2004 US Presidential election, The New York Times accurately summed up the evidence that was presented by Bush Administration as justification for Iraq war: Rumour and forgery about purchase of critical material from Niger and a concoction by a low-level analyst, but with full knowledge of senior administration officials, about purchase of aluminum tubes. This deliberate falsehood unleashed a war in Iraq in which, by conservative estimates, over a 100,000 people were killed. Despite this evidence, has The New York Times ever described President Bush as being accused of mass murder? This is the standard of bigotry and racism: Treating a comparable situation differently based upon race and identity.

On August 27, 2013, in Muzaffarnagar town of Uttar Pradesh, Shanawaz Qureshi, who was sexually harassing a 14-year-old girl for some time, was allegedly attacked by a knife by Sachin Singh and Gaurav Singh, brothers of the girl. A bleeding Qureshi later succumbed to his injuries in a hospital. Meanwhile relatives and friends of Qureshi allegedly caught the two brothers and lynched them in a drain. The Uttar Pradesh Police caught all the eight accused in the murder of the brothers the same night. As video sting operations aired by multiple TV channels in India now bring out the story, Azam Khan, a senior Minister in the provincial Government in Uttar Pradesh, and which is an ally of the Congress ruling at the Centre, allegedly intervened and got all the accused illegally released. The officials who had promptly arrested the accused were transferred and the family members of the brothers were now falsely made accused! At a Friday religious meeting on August 30, Qadir Rana, Noor Salim Rana (legislators of an ally of the Congress), Sayeed-uz-zaman (former Member of Parliament from Congress) and other local politicians made highly incendiary communal speeches. These speeches are on tape and have subsequently been telecast on Indian TV. Demanding justice against the alleged favouritism shown by the local administration, a large rally was organised on September 7, in which politicians of various parties, including the BJP, participated. Participants of this rally, while returning home, were brutally attacked. It was this sequence of events that sparked the riots on September 7, in which 44 people were killed, and not some circulation of a fake video on Facebook, as is suggested by The New York Times. In a region where internet penetration density is in low single digits and where power is available for not more than few hours a day, Facebook is hardly the medium of communication in the remote villages, where the rioting took place.

This sequence of events is important to detail because The New York Times, alleges that, “not coincidentally” (sic), rioting broke out in Uttar Pradesh concurrent with Modi being named as Prime Minister candidate by BJP. The BJP made the announcement on September 13, 15 days after the first incident took place and a week after the mass rioting took place. The entire thrust of the article, apart from presenting prejudice as fact, has been to mendaciously link the nomination of Modi with the unfortunate rioting in Uttar Pradesh.

On August 3, 2012, President Barack Obama talked about the tax cuts for middle class in an address in South Court auditorium. Just two days later, on August 5, a gunman killed 6 people at a Sikh Temple in Oak Creek. On December 8, 2012, President Obama again spoke about tax cuts for middle class in his weekly address. Less than a week later, on December 14, a gunman killed 26 people in New Town, Connecticut. On September 16, 2013, President Obama spoke on the fifth anniversary of the financial crisis. This time, on the same day, a gunman killed 13 people in a US Navy Yard in Washington. As per The New York Times standard of causation, would it be fair to argue that every time President Obama speaks about the US economy, not coincidentally, a mass killing incident takes place? Certainly more evidence has been presented to arrive at this causation than was presented by The New York Times reporter while making allegations against Modi. This is the standard of bigotry and racism: Treating a comparable situation differently based upon race and identity.

The reporter makes other startling claims in his article which have not been substantiated or presents facts in a manner which hide the truth. Assertions by the reporter, such as, “Most of India’s Muslims hate him (Modi)”, are presented as facts. Maulana Vastanvi, former Vice Chancellor of Deoband, South Asia’s most respected Islamic theological school, and who comes from the state of Gujarat, is on record having praised the governance of Modi. “Gujarati Muslims had benefited from the inclusive development policies of Modi’s Government”, he said. This is substantiated by the fact that in most development indices, such as per capita income, per capita bank account deposits, reach of Government schools and health facilities in Muslims dominated clusters, Muslims in Gujarat fare far better than their counterparts in any other State. Not surprisingly, in the recent state elections in December 2012, BJP legislators have won from almost all constituencies where Muslims form a substantial portion of the electorate.

CP Scott, the legendary British journalist, gave this standard for journalistic ethics, and which has become the standard bearer by all respected publications throughout the world: “Comment is free but facts are sacred. “Propaganda”, so called, by this means is hateful.” It would seem, that for all its opposition to George W Bush, The New York Times relies more on the Bush doctrine of fact presentation than Scott’s ethics.

Exhibit No. 24: Orders for the demolition of Jagannath Temple, Orissa. Siyah Akhbarat-i-Darbar-i- Mu‘alla Julus 24, Jamadi I, 23 / 1st June 1681.

"(The Emperor) ordered Asad Khan that in accordance with the (existing) orders, to write to Amir-ul-Umara, the Subedar of Bengal, to demolish the temple (butkhana) of Jagannath in Orissa."

Note:

The sacred Jagannath temple at Puri in Orissa is situated in Shankha Kshetra. Puri is a well known centre of pilgrimage in Eastern India on the sea shore of Bay of Bengal. It is said that there was a Buddhist shrine here in ancient times. After the great revival of Hinduism, it became an important Vaishnavite centre and images of Krishna, Balram and Subhadra were installed in the temple.

It is difficult to say who built this magnificent temple, but we certainly know that it was restored in the 9th century by Yayati Kesari and that it was renovated by King Chand Gangadeva in the 12th century, and a few decades later Anang Bhim Deva of the same dynasty (Ganga Vamsha) restored the shrine compeltely. The structure which stands today is the same, though it suffered damage from time to time at the hands of Musalman invaders, such as by Sultan Firuz Tughlaq in 1360 A.D. The temple was partly demolished but the local people continued to visit the temple for worship soon after the original temple was restored.

The temple records inform that one of the queens of Raja Man Singh of Amber, when he was the Governor of Bengal and Orissa during Akbar’s time, added a mandap in this temple in the16th century. A Maratha sardar of the Bhonsle family restored the Bhog mandap later. The temple was visited by eminent Vaishnava saints – Ramanuja in 1122 and 1137 and Chaitanya in the 15th century.

Raghuram Rajan Committee report on states 'least developed'

Pity that some things have to be taken seriously and can’t be dismissed as nonsense.  I am talking about the Report of the Committee for Evolving a Composite Development Index of States, otherwise known as the Raghuram Rajan Committee.  This is not a purely academic exercise and will have policy implications.  Inter-State rankings are a dime a dozen.  But this one is different, or ought to be.  It’s certainly different in the slipshod and whimsical way it has gone about it, despite the apparently impeccable academic credentials of the authors.  Let me separate this Committee’s devolution recommendation requirements from the ranking and the index.  In this blog, I will only focus on the ranking and the index.  In any inter-State ranking, you have to do the following.  (a) Identify the variables – often paucity of data prevents you from including variables you might otherwise have wished to include. (b) Figure out a method of normalization.  (c) Assign weights to the identified variables.  (d) Decide on a method of aggregation.  These are serious issues and do realize any tinkering with any of these changes the value of the index and the consequent ranking.  Therefore, you need to give justifications for your answers to (a) to (d) and play around with some kind of simulation exercise, to check how robust your index values and rankings are.

The Committee accepted ten clusters of variables: (1) income; (2) education: (3) health; (4) household amenities index; (5) poverty ratio; (6) female literacy rate; (7) % of SC/ST population; (8) urbanization rate; (9) financial inclusion; and (10) connectivity index.  Perhaps these are the variables to include, perhaps not.  Perhaps there are other variables.  Why are we doing this?  To ensure that citizens throughout the country have access to the same quality of public goods and services.  If there are States, where a substantial segment of the population lives in villages that have population sizes less than 500 and if there is hilly and difficult terrain too, the costs of delivery will be higher.  So should that not be a criterion?  Is SC/ST categorization per se an indicator of backwardness, or is there that apparent causal relation because of inadequate access to public services?  For instance, there is some research for SC populations, where if you control for those other factors, being per se SC is not an inherent disadvantage.  ST populations are somewhat different, because they tend to be concentrated in parts of the country where there are problems with both physical and social infrastructure.  Should I take the female literacy rate or should I take the female work participation rate?  Monthly per capita consumption expenditure is taken as a surrogate indicator for income.  Should I take that, or should I take a specific component of that, such as private consumption expenditure on non-food items, or on education and health?  Should one consider own task revenue as a share of GSDP (gross State domestic product)? What about use of LPG? On connectivity, I would have thought pucca roads is a very good indicator.  In financial inclusion, why only banks?  Why not post offices?  What about number of policemen?  I am not suggesting that you take one or the other of these variables, or that you reject the cluster of variables accepted by the Committee.  I am making the point that there should be some discussion for acceptance and rejection.  Do you find it?  The answer is no.

Consider now the data sources.  Take education.  This comes from NSS.  The point about NSS is that large-size NSS sample surveys occur typically at intervals of five years.  Should one base identification on data that will become available after 5 years?  For school education, I would have got a decent set of data, every year, from DISE. In addition, data on several variables come from Census.  That means data will only be available after 10 years.  The one that really puzzled me was infant mortality rate, the only indicator for health.  It puzzled me because the last health survey was in 2005-06.  I looked up the data source and it says SRS Bulletin, October 2012.  That’s fine.  SRS Bulletin does have IMR data for States.  But let’s also be clear, these are estimates.  It may be fine to use estimates.  However, academic rigor would have required you to state that these are estimates, not actuals based on surveys.  I don’t find that mentioned anywhere in the report.  That’s on variables.  What about normalization?  It’s by no means obvious that normalization by population is necessarily superior to normalization by geographical area.  On weights, PCA (principal components analysis) is superior because the weighting system is generated from the exercise.  We have been told equal weights have been used, because those are easier to understand.  I don’t think facility of understanding should have been a criterion.  Assuming it is a criterion, the present exercise isn’t particularly easy to understand.  It smacks of being arbitrary and subjective.

Had this come to me as a paper submitted for publication and sent to me for "refereeing”, I would have sent it back, asking for substantial revisions.  It is a least developed report.  And the tragedy is that, unlike a journal paper, there will be serious discussions around it.

Chidambaram and Modi: Close encounters with facts


Which government – UPA or NDA – has been better for India’s economic and social indicators? Dismiss the rhetoric and stick to the facts. In this analysis, I’ve chosen 10 key parameters. They cover both economic and social criteria.

1.GDP growth: Average GDP growth in 1998-2004 (NDA) was 6% a year. Average annual GDP growth in 2004-13 (UPA), up to June 30, 2013, was 7.9%.

Caveat 1: The Vajpayee-led NDA battled US-led economic sanctions following the Pokhran-II nuclear test in May 1998. It faced a short but expensive Kargil war in 1999 and the dotcom bust in 2000. When it took office, it had the lag effect of the East Asian financial crisis of 1997-98 to contend with.

Caveat 2: The UPA government, in contrast, benefitted from the economic momentum of the high (8.1%) GDP growth rate of 2003-04 – the NDA government’s final year – and rode that wave. The global liquidity bubble in 2004-08 bouyed foreign mflows, helping UPA-I achieve a high GDP growth rate in its first term. The Lehman Brothers collapse in September 2008 did hurt the Indian economy but the ensuing US Federal Reserve asset buying programme attracted a steady flow of near-zero interest dollars into India from 2009.

Despite these caveats, the UPA government’s average annual GDP growth rate of 7.9% in 2004-13 clearly scores over the NDA government’s average annual growth rate of 6% (though high inflation boosted the former significantly). First strike to UPA.

2. Current Account Deficit:

2004:  (+) $7.36 billion (surplus).

2013: (-) $80 billion.

The winner here is clearly NDA. It ran a current account surplus in 2002, 2003 and 2004. Under UPA this dipped into deficit from 2006 and has spun downwards since.

3. Trade deficit:

2004: (-) $13.16 billion.

2013: (-) $180 billion.

Again, advantage NDA.

4. Fiscal deficit:

2004: 4.7% of GDP.

2013: 4.8% of GDP.

Not much to choose between the two.

Caveat: This extract from the Asian Development Bank Institute (ADBI) report, published in 2010, explains why and when the UPA government’s fiscal defict began to spiral out of control.

“The central budget in 2008–2009, announced in February 2008, seemed to continue the progress towards FRBM targets by showing a low fiscal deficit of 2.5% of GDP. However, the 2008–2009 budget quite clearly made inadequate allowances for rural schemes like the farm loan waiver and the expansion of social security schemes under the National Rural Employment Guarantee Act (NREGA), the Sixth Pay Commission award and subsidies for food, fertilizer, and petroleum.”

“These together pushed up the fiscal deficit sharply to higher levels. There were also off-budget items like the issue of oil and fertilizer bonds, which should be added to give a true picture of fiscal deficit in 2008–2009. The fiscal deficit shot up to 8.9% of GDP (10.7% including off-budget bonds) against 5.0% in 2007–2008 and the primary surplus turned into a deficit of 3.5% of GDP.

“The huge increase in public expenditure in 2008–2009 of 31.2% that followed a 27.4% increase in 2007–2008 was driven by the electoral cycle with parliamentary elections scheduled within a year of the announcement of the budget.”

The recent announcement of the Seventh Pay Commission comes again, not unexpectedly, at the end of an electoral cycle.

5. Inflation:

1998-2004: 5%.

2004-2013: 9% (Both figures are averaged out over their respective tenures).

Advantage again to NDA. Inflation under NDA was on average half that under UPA, leading to the RBI’s controversial tight money policy, high interest rates and rising EMIs.

6. External Debt:

March 2004: $111.6 billion.

March 2013: $390 billion.

The UPA suffers badly in this comparision, a result of lack of confidence in India’s economy and currency following retrospective tax legislation and other regressive policies, especially during UPA-2.

7. Jobs:

1999-2004:  60 million new jobs created.

2004-11: 14.6 million jobs created.

Clearly, the UPA’s big failure has been jobless growth – a bad electoral omen.

8. Rupee:

1998-2004: Variation: Rs. 39 to 49 per $.

2004-13: Variation: Rs. 39 to 68 per $.

The NDA government’s economic and fiscal policies, despite the various crises of 1998-2000 pointed out earlier, evoked more  global confidence, leading to a relatively stable rupee (Rs. 10 variation) compared to the Rs. 29 variation during UPA’s tenure.

(Rupee rose from 40-plus to 39 between October 2007 and April 2008.)

9. HDI:

2004: India was ranked 123rd globally on the human development index (HDI) in 2004, with a score of 0.453.

2013: India has slipped 13 places to 136th globally on the HDI in 2013 with a score of 0.554.

10. Subsidies:

2004: Rs. 44,327 crore.

2013: Rs. 2,31,584 crore.

Here again, profligate welfarism, as the ADBI report quoted earlier shows, has led to a rising subsidy bill. Worse, a significant amount is siphoned off by a corrupt nexus of politicians, officials and middlemen.

Conclusion: UPA scores above NDA on one of the 10 parameters (GDP growth), is level on one other parameter (fiscal deficit) while NDA does better than UPA on the remaining eight parameters.

The next time Finance Minister P. Chidambaram wishes to stage an encounter with facts, he would do well to be aware of those facts.

Raghuram Rajan's report politics

As the Narendra Modi juggernaut rolls across the country at a feverish pace and his words reverberating for days wherever he goes, critics seem to be in dire need of some oxygen. This much needed oxygen was delivered by Raghuram Rajan in the form of his Report on Composite Development Index of States. Whether or not this report was used as a ladder by the now Governor of Reserve Bank for his new appointment is anyone’s guess. Weeks after his appointment as the RBI Governor, Raghuram Rajan has certainly delivered on two fronts, though not as the Governor, but as the man UPA needed to pin down the Gujarat Growth Story through chicanery and preparing ground for giving special status to prospective allies.

As soon as the report was made public, media went ballistic, flashing how Gujarat ranked number 12 according to the report. As is the case most times when any news against Narendra Modi comes out, logic and common sense took a back seat. None of the media stalwarts speaking and writing about the report, unfortunately, seem to have actually read the entire report. If they had, we would have been able to save hundreds of trees by preventing the wastage of tonnes of paper which was used to write op-eds ridiculing Modi and Gujarat.

For those who haven’t either read or understood the report, here is why this report doesn’t stand its ground on multiple fronts:

Is it a Committee Report or personal opinion?

Of the six members, Najeeb Jung ceased to be a member after taking over as the Lt Governor of Delhi. Another member Shaibal Gupta had strong reservations on a lot of criteria used in the report which were never addressed, forcing him to write a strong dissent note. The report itself states that they did not achieve full consensus on every issue. Can a report whose committee members themselves are not unanimously convinced of it’s merit, be trusted?

When the committee members are themselves not unanimous over the report and the indicators used, it is more of an extension of personal bias, or at best a personal opinion. But after such serious misgivings, accepting this academic exercise as a report would be wrong.

What was the urgency to come out with the report without taking all members on board?

What was the need to hurriedly release this report in spite of serious differences and unresolved discussions? One of the committee members was constrained to submit a strong note of dissent. It is not only that he did not agree with the choice of indicators of backwardness, he was opposed to many of the indicators. Why no heed was paid to Shaibul Gupta (one of the committee members) and his well-meaning and logical arguments? His suggestions were repeatedly not considered in spite of his conviction and logic. In fact, he pointedly states that the majority of the Committee seems to have expressed some judgments that define logical arguments.

Was this report rushed through only to secure political gains keeping in mind the upcoming elections? The favourable positioning of West Bengal, Uttar Pradesh and Bihar and placing Gujarat along the lesser developed States smells of connivance.
Does this report truly measure development?

The answer here is a big NO. The report is designed to identify the needs of a State. Needs are not necessarily equivalent to underdevelopment. The index in fact is composed of 75 per cent weightage to needs and 25 per cent to performance. It does not adequately capture ‘performance’ per se. Such “point in time” studies never do adequate justice to the development in the recent past as in the case of Gujarat. For example, Gujarat has been the State to make maximum improvement in tackling malnutrition as well as growth in per capita income as well as a many similar indicators in the last decade.

But such a report does not adequately focus on the recent development and also carries the burden of the past legacy. So it will be totally unfair and deceitful to gauge the development of any State, leave aside Gujarat, using this index!

Why include MPCE instead of Per Capita Income?

Per capita income is considered the standard, time-tested indicator which is used by the Planning Commission, Finance Commission and also in the Gadgil Formula. As rightly pointed out by Shaibal Gupta, the Finance Minister’s latest budget speech also clearly indicates and instructs the use of per capita income as a parameter in preparing a fresh index. The Finance Minister said: “It may be more relevant to use a measure like the distance of the State from the national average under criteria such as per capita income, literacy and other human development indicators” to determine their backwardness.

The use of monthly per capita expenditure instead of per capita income inspite of such clear directive from Finance Minister and opposition by committee members seems baffling and beyond reason.

Monthly per capita expenditure is based on national sample survey which itself concedes that the estimates are subject to errors of estimation, especially in calculating the rural-urban MPCE differentials across States. Another problem with MPCE is the presence of inter-State price differentials which can be as high as 30 per cent to 40 per cent. Hence MPCE can distort the index, which it has actually done by giving the surprising conclusion of Gujarat being a less developed State whereas in reality it is one of the most economically prosperous States of India today.

Also, the spirit of saving and investing in Gujaratis is well-known and documented. But by using the monthly per capita expenditure, the savings which are inherent in a prosperous population and directly proportional to Gujarat’s prosperity are not taken into account.
Why include SC/ST population but not other strategic limitations?

The Committee initially agreed that the chosen indicators should all be ‘outcome’ variables, not background variables. However, in spite of this decision, ‘Percentage of SC/ST population’ was chosen as one of the variables, which certainly is not an outcome variable. This will certainly work at a disadvantage to the states with large SC/ST population.

This report also fails to note the disadvantage to States like strategic location, absence of natural resources, desert regions, drought-prone areas and environmentally fragile areas viz. Hilly areas, coastal areas as well as areas prone to National Disasters like earthquake, flood, cyclone etc. which are necessary to gauge the real reasons for underdevelopment.

Thus, while considering the SC/ST population, the report doubles the disadvantage of States because it is already documented by other indicators, but it fails to consider the real geographic limitations of states in a vast country like India.

Considering so many of flaws in this report and the undertone of a political smear campaign, this report, unfortunately, will fail to address its core requirement i.e. identify the backward States systematically and allocate adequate funding for them.

The need of the hour is to develop a dynamic index of development consisting of outcome variables which can capture progress made over a plan period or over a decade in respect of the indicators and identify and evaluate how the States progress (or the converse) over a period of time. Such a dynamic index would help the States and the Centre to introspect and review their own progress from time to time and enable them to take corrective measures and revise suitable policies for the betterment of the people.

Ultimately if India is to move forward, the States have to prosper. This requires a positive mindset and not a negative one of trying to play politics with development.

Imported Garbage - From New York Times

This blog has always been dedicated to Indian news media as it was meant to be. However, considering multiple elections are looming and business abroad is not so great one can expect a lot of imported scumbags to fry their onions in the Indian heat. The American media is the inspiration behind the terribly corrupt and untrustworthy media in India. They too have fake reports, fake awards and even bogus reports to encourage war. Even the Pulitzer Prize can be hoodwinked. Don’t believe me? Read the story of Janet Cooke in “Barkha – The Queen of Telly Trolls”. The common misconception in India is that the longest running media competition is KBC. Actually no! KBC had many breaks. The longest running media completion is “Abuse Narendra Modi and win a prize”. Unfortunately, there is hardly any media crook in India who hasn’t already won that prize so now there are imported contestants. Any Tom, Dick and Harris would do! So ‘Enter Gardiner Harris’ of the New York Times (NYT).
This is what Harris’ profile on Twitter says (pic on the left). Usually when you have a grand title like “South Asia” correspondent you can assume there will be a lot of stringers and side-kicks assisting the person. To put it politely, these people usually peddle “second-hand stuff”. You know, like selling used cars. If you ever met a used-car salesman he will make you believe it’s even better than a virgin car. But the Twitter profile doesn’t say much else, so a more honest introduction to Harris is mandatory. Here’s how one introduced him (edited excerpts):
The Inconstant Gardiner: The New York Times’ Fervent Disconnect Between Drug and Vaccine Reporting: The film “The Constant Gardener”—starring Ralph Fiennes and Rachel Weisz… from the book by John le Carré—is the story of sacrifice and moral constancy against the corruption of fictional corporate giant KVH, maker of pharmaceuticals and pesticides. It’s a beautiful film in many ways, and terrifying; a cross between reality check and forecast…..  Isn’t tireless repetition of “emotional words” a technique of advertising and political propaganda? Or is Harris too bored with the issue to come up with fresher adjectives?  I suppose that could explain the—cough— inconstant reporting. Inconstant: adjective; likely to change frequently without apparent or cogent reason— in•con•stant•ly adverb … Gardiner Harris—who just came out with his first novel involving a possible conspiracy in coalmining  —likes to chastise vaccine injury claimants for being “misled by conspiracy theories”.  It’s funny if you think about it. Harris’s conceit is that he himself would be in on such a conspiracy if it existed— when in reality, Harris doesn’t make decisions about what gets printed in the Times any more than a drug rep decides what to sell”.
Isn’t tireless repetition of “emotional words” a technique of advertising and political propaganda? Asks the article about Harris. Oh yes, terms like “divisive” “controversial” “fascist” “chauvinist” “polariser” are all propaganda words that fit very much with Harris’ style as it does with most of his Indian counterparts. I recommend you read the full introduction of Harris that I’ve linked so that there is no selective interpretation. What I’ve quoted is actually the nicer part. So on what basis he wrote this crap called “Campaign for Prime Minister in India Gets Off to Violent Start” about NaMo can only be described as mindless propaganda and nothing more. It’s his “first time” I suppose, so we will throw back just a couple of his moroneries back at him.  Harris clearly tries to imply that the nomination of Modi as BJP’s PM candidate sparked off the Muzzafarnagar riots. Sounds a lot like our very own Diggy, doesn’t he? Here’s what he starts with:
India’s most important election in a generation began in earnest this month the same way consequential elections nearly always start here — with a proclamation and a deadly riot. In New Delhi, the Bharatiya Janata Party announced last week that it had chosen Narendra Modi, one of the most divisive politicians in India’s history, as its candidate for prime minister in next spring’s national elections. Mr. Modi, the chief minister of the western state of Gujarat, is an unapologetic Hindu chauvinist who has been accused of mass murder”.
So the “proclamation” is connected to a deadly riot – the Muzzafarnagar one. Of course, Harris doesn’t forget to state Modi has been “accused of mass murder”. Now who has accused Modi of this? Not a court and not even an FIR. It is scumbags like Harris in the Indian media who have done this; most prominently Vir Sanghvi and Rajdeep Sardesai. Bravo, second-hand crap is passed off as gospel. Here’s another one from Harris:
Okay, in the above para he links to an article about the Muzzafarnagar riots. This is from his own NYT barn. That linked article is “Fear and loathing in North India’s sugarcane town”. Nice! Very nice! Harris also states the riots were due to a “fake video” by a legislator from Modi’s party. See? This guy is a fast learner. Bad things it’s Modi’s Gujarat, Modi’s aide, Modi’s right-hand man. Good things? It’s Gujarat or Gujarat govt. I guess this guy must have attended classes at NDTV and CNN-IBN. Anyway, here’s what the article he linked says:
Oh, the fake video theory has been busted. But trust used-car salesmen to tell you how virgin the car is. So the riots, which actually started in August, escalated on September 7 as the NYT report  says. Modi was nominated PM candidate on Friday the 13 th. Yet, like the usual Indian liars in our own media Harris makes a fake connection. I hope the UPA awards him a Padma Shri before they exit. Then Harris proceeds to write the tripe that has been peddled over and over again in India. He’s just about some 10 years late, that’s all. Oh and then he quotes the great Sushil Kumar Shinde too:
Sushil Kumar Shinde, India’s minister of Home Affairs, said that there had already been 451 cases of sectarian violence this year, surpassing last year’s total of 410. He warned that violence was likely to intensify as elections approached”.
451 cases of sectarian violence this year? What? Did you hear any of that? Did you see of any of that being reported by NDTV, CNN-IBN, TOI Group, Headlines Today or ABPNews all of whom are clones of NYT and American media? Oops! He reveals something else too. There were 410 last year. Did you hear most of that either? Thanks to Harris, at least he exposes the criminal cover-up artists in Indian media. But the Inconstant Gardiner misses something. None of the 451 or 410 happened in Gujarat or under Modi’s watch. So he will learn slowly those aren’t sectarian violence. The only communal clash ever in India was Gujarat 2002.
Harris also grandly states Modi rarely speaks to Western media. He is wrong. Modi rarely speaks to any media because he knows how they are criminally ranged against him. He is smart and throws words in his speeches and lets them grovel for crumbs. But even here “second-hand” news peddler Harris is inaccurate. Modi gave an interview to Reuters just some weeks ago. Obviously, Harris is not a lover of Puppies or he would have heard of that. No?
But like I said those “South Asia” type specialists are usually assisted by local sidekicks. In this case there is one Hari Kumar from Ahmedabad and Nida Najar from Muzzafarnagar. In a tribute to John Lennon this is what Elton John wrote about the gardener he was:
What happened here
As the New York sunset disappeared
I found an empty garden among the flagstones there
Who lived here
He must have been a gardener that cared a lot
Who weeded out the tears and grew a good crop
And now it all looks strange
It's funny how one insect can damage so much grain.
It’s true; one insect can also damage the NYT as they know so well. “Reporter Judith Miller retired after criticisms that her reporting of the lead-up to the Iraq War was factually inaccurate and overly favorable to the Bush administration's position, for which The New York Times later apologized. One of Miller's prime sources was Ahmed Chalabi, an Iraqi expatriate who returned to Iraq after the U.S. invasion and held a number of governmental positions culminating in acting oil minister and deputy prime minister from May 2005 until May 2006”…. “In May 2003, Times reporter Jayson Blair was forced to resign from the newspaper after he was caught plagiarizing and fabricating elements of his stories. Some critics contended that Blair's race was a major factor in his hiring and in The New York Times' initial reluctance to fire him”. The NYT has won a lot of awards and also has the experience of weeds. One hopes they don’t let an insect damage the good crop.

भारतीय सेना की एक यूनिट है टेक्निकल सर्विस डिवीजन (टीडीएस), जो दूसरे देशों में कोवर्ट ऑपरेशन करती है. यह भारत की ऐसी अकेली यूनिट है, जिसके पास खुफिया तरीके से ऑपरेशन करने की क्षमता है. इसे रक्षा मंत्री की सहमति से बनाया गया था, क्योंकि रॉ और आईबी जैसे संगठनों की क्षमता कम हो गई थी. यह इतनी महत्वपूर्ण यूनिट है कि यहां क्या काम होता है, इसका दफ्तर कहां है, कौन-कौन लोग इसमें काम करते हैं आदि सारी जानकारियां गुप्त हैं, टॉप सीक्रेट हैं, लेकिन 16 अगस्त, 2012 को शाम छह बजे एक सफेद रंग की क्वॉलिस गाड़ी टेक्निकल सर्विस डिवीजन के दफ्तर के पास आकर रुकती है, जिससे दो व्यक्ति उतरते हैं. एक व्यक्ति क्वॉलिस के पास खड़े होकर इंतज़ार करने लगता है और दूसरा व्यक्ति यूनिट के अंदर घुस जाता है. वहां मौजूद एक सैनिक ने जब उस अजनबी को संदिग्ध हालत में खड़े देखा तो उसने उसकी पहचान पूछी. इस पर पहले तो उस व्यक्ति ने झांसा देने की कोशिश की और कहा कि वह एक आर्मी ऑफिसर है. जब उससे पहचान पत्र की मांग की गई और वहां आने का कारण पूछा गया तो उसने बताया कि वह इंडियन एक्सप्रेस का रिपोर्टर है.

इंडियन एक्सप्रेस का रिपोर्टर उस वर्जित क्षेत्र में क्या करने गया था? क्या यह रिपोर्टर अपने संपादक शेखर गुप्ता की अनुमति से वहां आया था? क्या शेखर गुप्ता को यह पता था कि उनका रिपोर्टर एक ऐसी जगह पर गया है, जहां पर जाना वर्जित है? उस समय जिस जगह यह यूनिट थी, वह सैनिक क्षेत्र के बीचोबीच है, जहां कुत्तों के घूमने पर भी गोली चल सकती है. अगर वह रिपोर्टर शेखर गुप्ता को बिना बताए वहां गया था तो क्या उसने घटना के बाद यह जानकारी शेखर गुप्ता को दी? ये सारे सवाल इसलिए उठाने ज़रूरी हैं, क्योंकि इंडियन एक्सप्रेस में काम करने वाले लोग बताते हैं कि वह रिपोर्टर शेखर गुप्ता के नज़दीक है, उनका हिटमैन है. वैसे यह कहानी यहीं खत्म नहीं होती है. 

जब उस सैनिक ने रिपोर्टर से पूछताछ शुरू की तो वह घबरा गया. सैनिक ने जब रिपोर्टर को बताया कि यह आर्मी का दफ्तर नहीं है तो उसने कहा कि वह अंदर टहल कर आ चुका है और उसने सेना वाले नंबरों की गाड़ियां भी देखी हैं. इसके बाद वह सैनिक इंडियन एक्सप्रेस के उस रिपोर्टर को दफ्तर के परिसर से बाहर निकालने लगा, लेकिन जैसे ही वह बाहर आया तो उसकी नज़र कुछ दूरी पर खड़ी एक सफेद क्वॉलिस गाड़ी पर पड़ी, जो उस रिपोर्टर का इंतज़ार कर रही थी. उस सैनिक को शक हुआ. उसने रिपोर्टर से पूछा कि उसे इस दफ्तर की लोकेशन के बारे में कैसे पता चला? इस पर रिपोर्टर चुप रहा. सैनिक ने फिर पूछा कि तुम यहां तक कैसे पहुंचे? सवालों से परेशान होकर इंडियन एक्सप्रेस का वह रिपोर्टर वहां से एक झटके में निकल पड़ा और क्वॉलिस की तऱफ चला गया. अब सवाल है कि उस क्वॉलिस गाड़ी में कौन था? इंडियन एक्सप्रेस का रिपोर्टर किसके साथ वहां पहुंचा था?

 भारतीय सेना का एक हवलदार ड्यूटी करके उसी रास्ते से लौट रहा था. उसने देखा कि सफेद क्वॉलिस के पास खड़ा एक लंबा व्यक्ति संदिग्ध तरीके से दूर से ही टेक्निकल सर्विस डिवीजन के परिसर की तऱफ देख रहा था. उस हवलदार ने लंबे व्यक्ति की पहचान बता दी, क्योंकि वह आएदिन टीवी और अ़खबारों में उस शख्स की फोटो देख रहा था. वह शख्स था सेवानिवृत्त लेफ्टिनेंट जनरल तेजेंदर सिंह. वही तेजेंदर सिंह, जिसके खिला़फ सीबीआई ने पूर्व सेनाध्यक्ष जनरल वी के सिंह को घूस देने की पेशकश के आरोप में मामला दर्ज किया है. अब सवाल यह है कि एक सेवानिवृत्त लेफ्टिनेंट जनरल के साथ इंडियन एक्सप्रेस का रिपोर्टर ऐसे वर्जित स्थान पर क्या कर रहा था? यह पूछना हमारा अधिकार है, क्योंकि वह यूनिट इतनी गुप्त है, उसे सेना के बड़े-बड़े अधिकारी तक नहीं जानते, तो फिर उस सेवानिवृत्त लेफ्टिनेंट जनरल ने इंडियन एक्सप्रेस के रिपोर्टर को उसकी लोकेशन क्यों बताई और उसे वहां लेकर क्यों गया? क्या वह वहां जासूसी करने गया था? वह जगह कोई पर्यटन स्थल तो है नहीं, तो फिर तेजेंदर सिंह के साथ इंडियन एक्सप्रेस का रिपोर्टर वहां किसके लिए उस यूनिट के राज हासिल करने पहुंचा था? यह सवाल इसलिए भी ज़रूरी है, क्योंकि यह कहानी यहीं पर खत्म नहीं हुई.

जिस हवलदार ने तेजेंदर सिंह की पहचान की, उसने फौरन इसकीशिकायत की. यह मामला डीजीएमआई (डायरेक्टर जनरल मिलेट्री इंटेलिजेंस) को बताया गया और पूछा गया कि क्या इसकी रिपोर्ट सिविल थाने में करें. डीजीएमआई ने कहा कि इसकी लिखित शिकायत मुझे दो. लिखित शिकायत डीजीएमआई को भेज दी गई, जिसका नंबर एA/103/टीएसडी है.  तीन दिनों के बाद डीजीएमआई ने चिट्ठी लिखने वाली टीम से कहा कि चिट्ठी फाड़ दो और कंप्यूटर के हार्डडिस्क को भी नष्ट कर दो, लेकिन इन तीन दिनों में उस चिट्ठी की कई कॉपियां कई लोगों को भेजी जा चुकी थीं. 

इसी बीच सीओसीआईओ ने इंडियन एक्सप्रेस के उस रिपोर्टर को फोन किया और पूछा कि आप टीडीएस यूनिट के पास क्यों गए थे? रिपोर्टर ने जवाब दिया कि मैं नहीं गया था. इस पर सीओसीआईओ ने कहा कि आपने उस समय नीले रंग की कमीज पहन रखी थी और आपके फुटेज हमारे सीसीटीवी में कैद हैं. इस पर वह रिपोर्टर खामोश हो गया और उसने फोन काट दिया. इस बीच यह खबर आईबीएन-7 पर दिखा दी गई. हैरानी की बात यह है कि जिन लोगों ने वर्जित क्षेत्र में प्रवेश किया, जिन लोगों ने देश की सुरक्षा के साथ खिलवाड़ किया, उनके खिला़फ कोई कार्रवाई नहीं हुई और जिस टीम ने यह चिट्ठी लिखी, उस पर कार्रवाई शुरू हो गई कि यह खबर मीडिया तक कैसे पहुंच गई. 

हैरानी की बात है कि यह सब तब हो रहा है, जब इस घटना के ठीक आठ दिनों पहले एक इंटेलिजेंस रिपोर्ट आई कि टेक्निकल सर्विस डिवीजन पर ़खतरा मंडरा रहा है. हमें मिले दस्तावेज़ के  मुताबिक, कुछ देशद्रोही ताकतें इस डिवीजन और इससे जुड़े अधिकारियों की प्रतिष्ठा को ठेस पहुंचाने के लिए काम कर रही हैं. इस रिपोर्ट में यह भी लिखा है कि यह काम मीडिया में प्रसारित करके उन्हें बदनाम करने की कोशिश होने वाली है. क्या सेना भी दूसरे सरकारी संस्थानों की तरह शिथिल पड़ गई है? अगर इस तरह की खुफिया जानकारी थी तो तेजेंदर सिंह और इंडियन एक्सप्रेस के  रिपोर्टर को क्यों छोड़ दिया गया? 

क्या हमने पाकिस्तान और चीन को भारतीय सेना के अंदर खुफिया ऑपरेशन या जासूसी करने की खुली छूट दे दी है? यह सवाल उठाना इसलिए ज़रूरी है, क्योंकि इस यूनिट का गठन दूसरे देशों में गुप्त ऑपरेशन करने के लिए हुआ था. इसे ़खत्म करने के लिए वे देश तत्पर थे, जिनसे भारत के रिश्ते अच्छे नहीं हैं. वहां की खुफिया एजेंसियां इस यूनिट की सबसे बड़ी दुश्मन थीं. इसलिए इसे गुप्त रखा गया था. इसकी लोकेशन भी कभी किसी को बताई नहीं जाती थी. यह सीधे रक्षा मंत्री की जानकारी में काम करती थी. अगर इसे गुप्त न रखा जाए तो इसमें काम करने वाले लोगों की पहचान सामने आ जाएगी, जो उनकी जान के लिए खतरनाक साबित होगी. जिस संदिग्ध अवस्था में उक्त दोनों लोग पकड़े गए, उसमें यह भी सवाल उठता है कि क्या वे जासूसी कर रहे थे और अगर जासूसी कर रहे थे तो किसके लिए? वे किस देश के लिए जासूसी करने वहां पहुंचे थे? क्या इन सवालों के मद्देनजर लेफ्टिनेंट जनरल तेजेंदर सिंह और इंडियन एक्सप्रेस के उस रिपोर्टर को बिना किसी सजा के छोड़ा जा सकता है? सेना में वे कौन सी ताकतें हैं, जो लगातार उन्हें बचा रही हैं? सवाल यह भी है कि किसके कहने पर डीजीएमआई ने यह आदेश दिया कि शिकायती पत्र को फाड़ दिया जाए और कंप्यूटर की हार्डडिस्क को नष्ट कर दिया जाए. 

एक दूसरी खबर के बारे में एक एक्सक्लूसिव जानकारी चौथी दुनिया को मिली है. यह मामला ऑफ-द-एयर जीएसएम मॉनिटरिंग सिस्टम का है. कई दिनों से यह सुर्खियों में है कि इसे किसने खरीदा, इसमें क्या धांधली हुई और इसके पीछे कौन लोग हैं? इसे खरीदने में गड़बड़ियां हुईं. इन यंत्रों को खरीदने में ज़्यादा रुपये खर्च किए गए. चौथी दुनिया को मिले दस्तावेज बताते हैं कि इन यंत्रों को टीसीजी (टेक्नोलॉजी को-आर्डिनेशन ग्रुप) की अनुमति के बिना खरीदा गया. इस रिपोर्ट में  सा़फ-सा़फ लिखा है कि डीजीडीआईए को यह बात बताई गई कि टीसीजी के आदेश पर इन यंत्रों को नहीं खरीदा गया. अब जरा यह जान लीजिए कि उस वक्त डीजीडीआईए (डायरेक्टर जनरल डिफेंस इंटेलिजेंस एजेंसी) लेफ्टिनेंट जनरल तेजेंदर सिंह थे. कैबिनेट सेक्रेटरी, डिफेंस सेक्रेटरी, चेयरमैन-एनटीआरओ (नेशनल टेक्निकल रिसर्च ऑर्गनाइजेशन), डायरेक्टर-पीएमओ एवं ज्वाइंट सेक्रेटरी सहित चौदह लोगों को यह चिट्ठी दी गई, लेकिन जब इस मामले पर हंगामा हुआ तो किसी ने यह नहीं कहा कि ऑफ-द-एयर मॉनिटरिंग सिस्टम की खरीददारी लेफ्टिनेंट जनरल तेजेंदर सिंह ने की. सब क्यों खामोश रहे? इसका क्या मतलब है? क्या रक्षा सौदे पर सा़फ-सा़फ बोलने की किसी की हिम्मत नहीं है? उन्हें किसका डर है? क्या यह मान लिया जाए कि हथियारों के दलालों, अधिकारियों, नेताओं और मीडिया का एक ऐसा नेक्सस देश में फैल चुका है, जिसके खिला़फ बोलने की हिम्मत सरकार में भी नहीं है.

 जनरल वी के सिंह ने जबसे रक्षा सौदों में दलाली और घूसखोरी के खिला़फ आवाज़ उठाई, तबसे वह हथियारों के दलालों के निशाने पर आ गए. मीडिया में उनके खिला़फतरह-तरह की झूठी खबरें फैलाई गईं. अ़फसोस की बात यह है कि पिछले छह महीने से वर्तमान थलसेना अध्यक्ष बिक्रम सिंह स़िर्फ जांच कमीशन बैठा रहे हैं. ऐसा लगता है कि इन जांच कमीशनों का एकमात्र उद्देश्य जनरल वी के सिंह की ईमानदारी पर सवाल उठाना है. जनरल बिक्रम सिंह ने टेक्निकल सर्विस डिवीजन को खत्म कर दिया है. इस डिवीजन को बंद करने का मतलब यह है कि अब भारत के पास ऐसा कोई डिवीजन नहीं है, जो दुश्मन देशों के अंदर जाकर खुफिया कार्रवाई कर सके. हमारा काउंटर इंटेलिजेंस कमज़ोर हो गया, लेकिन इसकी परवाह किसी को नहीं है. देश की सरकार को भी नहीं है. यही वजह है कि जो डिवीजन पाकिस्तान और चीन के निशाने पर था, उसे देश की सरकार ने ही बंद कर दिया. जो दुश्मन चाहते थे, वह काम हमने खुद कर दिया, लेकिन वजह यह बताई गई कि इसमें काफी धांधली हुई है. धांधली क्या हुई, इसका विवरण किसी के पास नहीं है. हम पाकिस्तान, नेपाल, बर्मा और चीन से घिरे हैं. हमारे रिश्ते किसी के साथ अच्छे नहीं हैं. इतने देशों में काउंटर इंटेलिजेंस में अगर 40-50 करोड़ रुपये खर्च होते हैं तो यह धांधली नहीं है, बल्कि इस पर जो लोग सवाल उठाते हैं, वे दुश्मन देशों के प्रतिनिधि के तौर पर खड़े दिखाई देते हैं. इस यूनिट के अधिकारियों को परेशान किया जा रहा है. उन्हें इसलिए परेशान किया जा रहा है, ताकि वे जनरल वी के सिंह के खिला़फ बयान दे दें. इस यूनिट के अधिकारियों, जिन्होंने अपनी जान को दांव पर लगाकर देशहित की रक्षा की, को परेशान करने के पीछे आ़िखर क्या तर्क है? क्या उन्होंने देश की सुरक्षा के साथ कोई सौदा किया? अगर नहीं, तो उन्हें परेशान करने वाले लोग क्या अपने विदेशी आकाओं के इशारे पर यह काम कर रहे हैं?  जब देश की रक्षा और सुरक्षा का मामला हो तो मीडिया को सतर्क रहने की ज़रूरत है. इंडियन एक्सप्रेस के रिपोर्टर ने तो गलत किया ही, लेकिन इसके लिए उसके एडिटर शेखर गुप्ता भी ज़िम्मेदार हैं, क्योंकि उन्हें पता होना चाहिए कि उनका रिपोर्टर किसके साथ वहां गया और किस योजना के तहत गया. शेखर गुप्ता से उक्त दोनों ही अपरिचित नहीं हैं. इंडियन एक्सप्रेस अपने प्रचार में यह दावा करता है कि 97 फीसदी लोग उस पर भरोसा करते हैं. हम शायद बाकी तीन फीसदी में आने वाले लोग हैं, इसलिए यह कहानी उन्हीं 3 फीसदी के लोगों के लिए है. चौथी दुनिया पहले भी इंडियन एक्सप्रेस की स्पूफ स्टोरी की सच्चाई और उसमें शेखर गुप्ता की भूमिका की सच्चाई बता चुका है. इंडियन एक्सप्रेस की पत्रकारिता के बारे में हम अगले सप्ताह विस्तारपूर्वक बताएंगे, लेकिन हम जानते हैं कि इंडियन एक्सप्रेस रामनाथ गोयनका के आदर्शों के विपरीत पत्रकारिता करते हुए अब हमारे खिला़फ अफवाहें और झूठी कहानियां फैलाएगा. हम इंतज़ार कर रहे हैं. हम इसका जवाब पत्रकारिता की उसी विधा से देंगे, जिसके लिए रामनाथ गोयनका देश के सर्वोच्च पुरोधा माने जाते थे. आखिर में हम एक सवाल छोड़े जाते हैं कि यह कैसा संयोग है कि जब-जब आर्मी चीफ बिक्रम सिंह कोई जांच बैठाते हैं, तो उसकी खबर सबसे पहले इंडियन एक्सप्रेस को मिलती है. इंडियन एक्सप्रेस को र्फ वह खबर नहीं मिल सकी, जब सीबीआई ने लेफ्टिनेंट जनरल तेजेंदर सिंह को अपने शिकंजे में लिया.

इंडियन एक्सप्रेस का रिपोर्टर उस वर्जित क्षेत्र में क्या करने गया था? क्या यह रिपोर्टर अपने संपादक शेखर गुप्ता की अनुमति से वहां आया था? क्या शेखर गुप्ता को यह पता था कि उनका रिपोर्टर एक ऐसी जगह पर गया है, जहां पर जाना वर्जित है? उस समय जिस जगह यह यूनिट थी, वह सैनिक क्षेत्र के बीचोबीच है, जहां कुत्तों के घूमने पर भी गोली चल सकती है. अगर वह रिपोर्टर शेखर गुप्ता को बिना बताए वहां गया था तो क्या उसने घटना के बाद यह जानकारी शेखर गुप्ता को दी? ये सारे सवाल इसलिए उठाने ज़रूरी हैं, क्योंकि इंडियन एक्सप्रेस में काम करने वाले लोग बताते हैं कि वह रिपोर्टर शेखर गुप्ता के नज़दीक है, उनका हिटमैन है. वैसे यह कहानी यहीं खत्म नहीं होती है.
जब उस सैनिक ने रिपोर्टर से पूछताछ शुरू की तो वह घबरा गया. सैनिक ने जब रिपोर्टर को बताया कि यह आर्मी का दफ्तर नहीं है तो उसने कहा कि वह अंदर टहल कर आ चुका है और उसने सेना वाले नंबरों की गाड़ियां भी देखी हैं. इसके बाद वह सैनिक इंडियन एक्सप्रेस के उस रिपोर्टर को दफ्तर के परिसर से बाहर निकालने लगा, लेकिन जैसे ही वह बाहर आया तो उसकी नज़र कुछ दूरी पर खड़ी एक सफेद क्वॉलिस गाड़ी पर पड़ी, जो उस रिपोर्टर का इंतज़ार कर रही थी. उस सैनिक को शक हुआ. उसने रिपोर्टर से पूछा कि उसे इस दफ्तर की लोकेशन के बारे में कैसे पता चला? इस पर रिपोर्टर चुप रहा. सैनिक ने फिर पूछा कि तुम यहां तक कैसे पहुंचे? सवालों से परेशान होकर इंडियन एक्सप्रेस का वह रिपोर्टर वहां से एक झटके में निकल पड़ा और क्वॉलिस की तऱफ चला गया. अब सवाल है कि उस क्वॉलिस गाड़ी में कौन था? इंडियन एक्सप्रेस का रिपोर्टर किसके साथ वहां पहुंचा था?
भारतीय सेना का एक हवलदार ड्यूटी करके उसी रास्ते से लौट रहा था. उसने देखा कि सफेद क्वॉलिस के पास खड़ा एक लंबा व्यक्ति संदिग्ध तरीके से दूर से ही टेक्निकल सर्विस डिवीजन के परिसर की तऱफ देख रहा था. उस हवलदार ने लंबे व्यक्ति की पहचान बता दी, क्योंकि वह आएदिन टीवी और अ़खबारों में उस शख्स की फोटो देख रहा था. वह शख्स था सेवानिवृत्त लेफ्टिनेंट जनरल तेजेंदर सिंह. वही तेजेंदर सिंह, जिसके खिला़फ सीबीआई ने पूर्व सेनाध्यक्ष जनरल वी के सिंह को घूस देने की पेशकश के आरोप में मामला दर्ज किया है. अब सवाल यह है कि एक सेवानिवृत्त लेफ्टिनेंट जनरल के साथ इंडियन एक्सप्रेस का रिपोर्टर ऐसे वर्जित स्थान पर क्या कर रहा था? यह पूछना हमारा अधिकार है, क्योंकि वह यूनिट इतनी गुप्त है, उसे सेना के बड़े-बड़े अधिकारी तक नहीं जानते, तो फिर उस सेवानिवृत्त लेफ्टिनेंट जनरल ने इंडियन एक्सप्रेस के रिपोर्टर को उसकी लोकेशन क्यों बताई और उसे वहां लेकर क्यों गया? क्या वह वहां जासूसी करने गया था? वह जगह कोई पर्यटन स्थल तो है नहीं, तो फिर तेजेंदर सिंह के साथ इंडियन एक्सप्रेस का रिपोर्टर वहां किसके लिए उस यूनिट के राज हासिल करने पहुंचा था? यह सवाल इसलिए भी ज़रूरी है, क्योंकि यह कहानी यहीं पर खत्म नहीं हुई.
जिस हवलदार ने तेजेंदर सिंह की पहचान की, उसने फौरन इसकीशिकायत की. यह मामला डीजीएमआई (डायरेक्टर जनरल मिलेट्री इंटेलिजेंस) को बताया गया और पूछा गया कि क्या इसकी रिपोर्ट सिविल थाने में करें. डीजीएमआई ने कहा कि इसकी लिखित शिकायत मुझे दो. लिखित शिकायत डीजीएमआई को भेज दी गई, जिसका नंबर एA/103/टीएसडी है.  तीन दिनों के बाद डीजीएमआई ने चिट्ठी लिखने वाली टीम से कहा कि चिट्ठी फाड़ दो और कंप्यूटर के हार्डडिस्क को भी नष्ट कर दो, लेकिन इन तीन दिनों में उस चिट्ठी की कई कॉपियां कई लोगों को भेजी जा चुकी थीं.
इसी बीच सीओसीआईओ ने इंडियन एक्सप्रेस के उस रिपोर्टर को फोन किया और पूछा कि आप टीडीएस यूनिट के पास क्यों गए थे? रिपोर्टर ने जवाब दिया कि मैं नहीं गया था. इस पर सीओसीआईओ ने कहा कि आपने उस समय नीले रंग की कमीज पहन रखी थी और आपके फुटेज हमारे सीसीटीवी में कैद हैं. इस पर वह रिपोर्टर खामोश हो गया और उसने फोन काट दिया. इस बीच यह खबर आईबीएन-7 पर दिखा दी गई. हैरानी की बात यह है कि जिन लोगों ने वर्जित क्षेत्र में प्रवेश किया, जिन लोगों ने देश की सुरक्षा के साथ खिलवाड़ किया, उनके खिला़फ कोई कार्रवाई नहीं हुई और जिस टीम ने यह चिट्ठी लिखी, उस पर कार्रवाई शुरू हो गई कि यह खबर मीडिया तक कैसे पहुंच गई.
हैरानी की बात है कि यह सब तब हो रहा है, जब इस घटना के ठीक आठ दिनों पहले एक इंटेलिजेंस रिपोर्ट आई कि टेक्निकल सर्विस डिवीजन पर ़खतरा मंडरा रहा है. हमें मिले दस्तावेज़ के  मुताबिक, कुछ देशद्रोही ताकतें इस डिवीजन और इससे जुड़े अधिकारियों की प्रतिष्ठा को ठेस पहुंचाने के लिए काम कर रही हैं. इस रिपोर्ट में यह भी लिखा है कि यह काम मीडिया में प्रसारित करके उन्हें बदनाम करने की कोशिश होने वाली है. क्या सेना भी दूसरे सरकारी संस्थानों की तरह शिथिल पड़ गई है? अगर इस तरह की खुफिया जानकारी थी तो तेजेंदर सिंह और इंडियन एक्सप्रेस के  रिपोर्टर को क्यों छोड़ दिया गया?
क्या हमने पाकिस्तान और चीन को भारतीय सेना के अंदर खुफिया ऑपरेशन या जासूसी करने की खुली छूट दे दी है? यह सवाल उठाना इसलिए ज़रूरी है, क्योंकि इस यूनिट का गठन दूसरे देशों में गुप्त ऑपरेशन करने के लिए हुआ था. इसे ़खत्म करने के लिए वे देश तत्पर थे, जिनसे भारत के रिश्ते अच्छे नहीं हैं. वहां की खुफिया एजेंसियां इस यूनिट की सबसे बड़ी दुश्मन थीं. इसलिए इसे गुप्त रखा गया था. इसकी लोकेशन भी कभी किसी को बताई नहीं जाती थी. यह सीधे रक्षा मंत्री की जानकारी में काम करती थी. अगर इसे गुप्त न रखा जाए तो इसमें काम करने वाले लोगों की पहचान सामने आ जाएगी, जो उनकी जान के लिए खतरनाक साबित होगी. जिस संदिग्ध अवस्था में उक्त दोनों लोग पकड़े गए, उसमें यह भी सवाल उठता है कि क्या वे जासूसी कर रहे थे और अगर जासूसी कर रहे थे तो किसके लिए? वे किस देश के लिए जासूसी करने वहां पहुंचे थे? क्या इन सवालों के मद्देनजर लेफ्टिनेंट जनरल तेजेंदर सिंह और इंडियन एक्सप्रेस के उस रिपोर्टर को बिना किसी सजा के छोड़ा जा सकता है? सेना में वे कौन सी ताकतें हैं, जो लगातार उन्हें बचा रही हैं? सवाल यह भी है कि किसके कहने पर डीजीएमआई ने यह आदेश दिया कि शिकायती पत्र को फाड़ दिया जाए और कंप्यूटर की हार्डडिस्क को नष्ट कर दिया जाए.
एक दूसरी खबर के बारे में एक एक्सक्लूसिव जानकारी चौथी दुनिया को मिली है. यह मामला ऑफ-द-एयर जीएसएम मॉनिटरिंग सिस्टम का है. कई दिनों से यह सुर्खियों में है कि इसे किसने खरीदा, इसमें क्या धांधली हुई और इसके पीछे कौन लोग हैं? इसे खरीदने में गड़बड़ियां हुईं. इन यंत्रों को खरीदने में ज़्यादा रुपये खर्च किए गए. चौथी दुनिया को मिले दस्तावेज बताते हैं कि इन यंत्रों को टीसीजी (टेक्नोलॉजी को-आर्डिनेशन ग्रुप) की अनुमति के बिना खरीदा गया. इस रिपोर्ट में
सा़फ-सा़फ लिखा है कि डीजीडीआईए को यह बात बताई गई कि टीसीजी के आदेश पर इन यंत्रों को नहीं खरीदा गया. अब जरा यह जान लीजिए कि उस वक्त डीजीडीआईए (डायरेक्टर जनरल डिफेंस इंटेलिजेंस एजेंसी) लेफ्टिनेंट जनरल तेजेंदर सिंह थे. कैबिनेट सेक्रेटरी, डिफेंस सेक्रेटरी, चेयरमैन-एनटीआरओ (नेशनल टेक्निकल रिसर्च ऑर्गनाइजेशन), डायरेक्टर-पीएमओ एवं ज्वाइंट सेक्रेटरी सहित चौदह लोगों को यह चिट्ठी दी गई, लेकिन जब इस मामले पर हंगामा हुआ तो किसी ने यह नहीं कहा कि ऑफ-द-एयर मॉनिटरिंग सिस्टम की खरीददारी लेफ्टिनेंट जनरल तेजेंदर सिंह ने की. सब क्यों खामोश रहे? इसका क्या मतलब है? क्या रक्षा सौदे पर सा़फ-सा़फ बोलने की किसी की हिम्मत नहीं है? उन्हें किसका डर है? क्या यह मान लिया जाए कि हथियारों के दलालों, अधिकारियों, नेताओं और मीडिया का एक ऐसा नेक्सस देश में फैल चुका है, जिसके खिला़फ बोलने की हिम्मत सरकार में भी नहीं है.
इंडियन एक्सप्रेस की पत्रकारिता के बारे में हम अगले सप्ताह विस्तारपूर्वक बताएंगे, लेकिन हम जानते हैं कि इंडियन एक्सप्रेस रामनाथ गोयनका के आदर्शों के विपरीत पत्रकारिता करते हुए अब हमारे खिला़फ अफवाहें और झूठी कहानियां फैलाएगा. हम इंतज़ार कर रहे हैं. हम इसका जवाब पत्रकारिता की उसी विधा से देंगे, जिसके लिए रामनाथ गोयनका देश के सर्वोच्च पुरोधा माने जाते थे.
जनरल वी के सिंह ने जबसे रक्षा सौदों में दलाली और घूसखोरी के खिला़फ आवाज़ उठाई, तबसे वह हथियारों के दलालों के निशाने पर आ गए. मीडिया में उनके खिला़फतरह-तरह की झूठी खबरें फैलाई गईं. अ़फसोस की बात यह है कि पिछले छह महीने से वर्तमान थलसेना अध्यक्ष बिक्रम सिंह स़िर्फ जांच कमीशन बैठा रहे हैं. ऐसा लगता है कि इन जांच कमीशनों का एकमात्र उद्देश्य जनरल वी के सिंह की ईमानदारी पर सवाल उठाना है. जनरल बिक्रम सिंह ने टेक्निकल सर्विस डिवीजन को खत्म कर दिया है. इस डिवीजन को बंद करने का मतलब यह है कि अब भारत के पास ऐसा कोई डिवीजन नहीं है, जो दुश्मन देशों के अंदर जाकर खुफिया कार्रवाई कर सके. हमारा काउंटर इंटेलिजेंस कमज़ोर हो गया, लेकिन इसकी परवाह किसी को नहीं है. देश की सरकार को भी नहीं है. यही वजह है कि जो डिवीजन पाकिस्तान और चीन के निशाने पर था, उसे देश की सरकार ने ही बंद कर दिया. जो दुश्मन चाहते थे, वह काम हमने खुद कर दिया, लेकिन वजह यह बताई गई कि इसमें काफी धांधली हुई है. धांधली क्या हुई, इसका विवरण किसी के पास नहीं है. हम पाकिस्तान, नेपाल, बर्मा और चीन से घिरे हैं. हमारे रिश्ते किसी के साथ अच्छे नहीं हैं. इतने देशों में काउंटर इंटेलिजेंस में अगर 40-50 करोड़ रुपये खर्च होते हैं तो यह धांधली नहीं है, बल्कि इस पर जो लोग सवाल उठाते हैं, वे दुश्मन देशों के प्रतिनिधि के तौर पर खड़े दिखाई देते हैं. इस यूनिट के अधिकारियों को परेशान किया जा रहा है. उन्हें इसलिए परेशान किया जा रहा है, ताकि वे जनरल वी के सिंह के खिला़फ बयान दे दें. इस यूनिट के अधिकारियों, जिन्होंने अपनी जान को दांव पर लगाकर देशहित की रक्षा की, को परेशान करने के पीछे आ़िखर क्या तर्क है? क्या उन्होंने देश की सुरक्षा के साथ कोई सौदा किया? अगर नहीं, तो उन्हें परेशान करने वाले लोग क्या अपने विदेशी आकाओं के इशारे पर यह काम कर रहे हैं?
जब देश की रक्षा और सुरक्षा का मामला हो तो मीडिया को सतर्क रहने की ज़रूरत है. इंडियन एक्सप्रेस के रिपोर्टर ने तो गलत किया ही, लेकिन इसके लिए उसके एडिटर शेखर गुप्ता भी ज़िम्मेदार हैं, क्योंकि उन्हें पता होना चाहिए कि उनका रिपोर्टर किसके साथ वहां गया और किस योजना के तहत गया. शेखर गुप्ता से उक्त दोनों ही अपरिचित नहीं हैं. इंडियन एक्सप्रेस अपने प्रचार में यह दावा करता है कि 97 फीसदी लोग उस पर भरोसा करते हैं. हम शायद बाकी तीन फीसदी में आने वाले लोग हैं, इसलिए यह कहानी उन्हीं 3 फीसदी के लोगों के लिए है. चौथी दुनिया पहले भी इंडियन एक्सप्रेस की स्पूफ स्टोरी की सच्चाई और उसमें शेखर गुप्ता की भूमिका की सच्चाई बता चुका है. इंडियन एक्सप्रेस की पत्रकारिता के बारे में हम अगले सप्ताह विस्तारपूर्वक बताएंगे, लेकिन हम जानते हैं कि इंडियन एक्सप्रेस रामनाथ गोयनका के आदर्शों के विपरीत पत्रकारिता करते हुए अब हमारे खिला़फ अफवाहें और झूठी कहानियां फैलाएगा. हम इंतज़ार कर रहे हैं. हम इसका जवाब पत्रकारिता की उसी विधा से देंगे, जिसके लिए रामनाथ गोयनका देश के सर्वोच्च पुरोधा माने जाते थे. आखिर में हम एक सवाल छोड़े जाते हैं कि यह कैसा संयोग है कि जब-जब आर्मी चीफ बिक्रम सिंह कोई जांच बैठाते हैं, तो उसकी खबर सबसे पहले इंडियन एक्सप्रेस को मिलती है. इंडियन एक्सप्रेस को र्फ वह खबर नहीं मिल सकी, जब सीबीआई ने लेफ्टिनेंट जनरल तेजेंदर सिंह को अपने शिकंजे में लिया.

भारतीय सेना की एक यूनिट है टेक्निकल सर्विस डिवीजन (टीडीएस), जो दूसरे देशों में कोवर्ट ऑपरेशन करती है. यह भारत की ऐसी अकेली यूनिट है, जिसके पास खुफिया तरीके से ऑपरेशन करने की क्षमता है. इसे रक्षा मंत्री की सहमति से बनाया गया था, क्योंकि रॉ और आईबी जैसे संगठनों की क्षमता कम हो गई थी. यह इतनी महत्वपूर्ण यूनिट है कि यहां क्या काम होता है, इसका दफ्तर कहां है, कौन-कौन लोग इसमें काम करते हैं आदि सारी जानकारियां गुप्त हैं, टॉप सीक्रेट हैं, लेकिन 16 अगस्त, 2012 को शाम छह बजे एक सफेद रंग की क्वॉलिस गाड़ी टेक्निकल सर्विस डिवीजन के दफ्तर के पास आकर रुकती है, जिससे दो व्यक्ति उतरते हैं. एक व्यक्ति क्वॉलिस के पास खड़े होकर इंतज़ार करने लगता है और दूसरा व्यक्ति यूनिट के अंदर घुस जाता है. वहां मौजूद एक सैनिक ने जब उस अजनबी को संदिग्ध हालत में खड़े देखा तो उसने उसकी पहचान पूछी. इस पर पहले तो उस व्यक्ति ने झांसा देने की कोशिश की और कहा कि वह एक आर्मी ऑफिसर है. जब उससे पहचान पत्र की मांग की गई और वहां आने का कारण पूछा गया तो उसने बताया कि वह इंडियन एक्सप्रेस का रिपोर्टर है.

जिस हवलदार ने तेजेंदर सिंह की पहचान की, उसने फौरन इसकीशिकायत की. यह मामला डीजीएमआई (डायरेक्टर जनरल मिलेट्री इंटेलिजेंस) को बताया गया और पूछा गया कि क्या इसकी रिपोर्ट सिविल थाने में करें. डीजीएमआई ने कहा कि इसकी लिखित शिकायत मुझे दो. लिखित शिकायत डीजीएमआई को भेज दी गई, जिसका नंबर एA/103/टीएसडी है.  तीन दिनों के बाद डीजीएमआई ने चिट्ठी लिखने वाली टीम से कहा कि चिट्ठी फाड़ दो और कंप्यूटर के हार्डडिस्क को भी नष्ट कर दो, लेकिन इन तीन दिनों में उस चिट्ठी की कई कॉपियां कई लोगों को भेजी जा चुकी थीं.
इसी बीच सीओसीआईओ ने इंडियन एक्सप्रेस के उस रिपोर्टर को फोन किया और पूछा कि आप टीडीएस यूनिट के पास क्यों गए थे? रिपोर्टर ने जवाब दिया कि मैं नहीं गया था. इस पर सीओसीआईओ ने कहा कि आपने उस समय नीले रंग की कमीज पहन रखी थी और आपके फुटेज हमारे सीसीटीवी में कैद हैं. इस पर वह रिपोर्टर खामोश हो गया और उसने फोन काट दिया. इस बीच यह खबर आईबीएन-7 पर दिखा दी गई. हैरानी की बात यह है कि जिन लोगों ने वर्जित क्षेत्र में प्रवेश किया, जिन लोगों ने देश की सुरक्षा के साथ खिलवाड़ किया, उनके खिला़फ कोई कार्रवाई नहीं हुई और जिस टीम ने यह चिट्ठी लिखी, उस पर कार्रवाई शुरू हो गई कि यह खबर मीडिया तक कैसे पहुंच गई.
हैरानी की बात है कि यह सब तब हो रहा है, जब इस घटना के ठीक आठ दिनों पहले एक इंटेलिजेंस रिपोर्ट आई कि टेक्निकल सर्विस डिवीजन पर ़खतरा मंडरा रहा है. हमें मिले दस्तावेज़ के  मुताबिक, कुछ देशद्रोही ताकतें इस डिवीजन और इससे जुड़े अधिकारियों की प्रतिष्ठा को ठेस पहुंचाने के लिए काम कर रही हैं. इस रिपोर्ट में यह भी लिखा है कि यह काम मीडिया में प्रसारित करके उन्हें बदनाम करने की कोशिश होने वाली है. क्या सेना भी दूसरे सरकारी संस्थानों की तरह शिथिल पड़ गई है? अगर इस तरह की खुफिया जानकारी थी तो तेजेंदर सिंह और इंडियन एक्सप्रेस के  रिपोर्टर को क्यों छोड़ दिया गया?
क्या हमने पाकिस्तान और चीन को भारतीय सेना के अंदर खुफिया ऑपरेशन या जासूसी करने की खुली छूट दे दी है? यह सवाल उठाना इसलिए ज़रूरी है, क्योंकि इस यूनिट का गठन दूसरे देशों में गुप्त ऑपरेशन करने के लिए हुआ था. इसे ़खत्म करने के लिए वे देश तत्पर थे, जिनसे भारत के रिश्ते अच्छे नहीं हैं. वहां की खुफिया एजेंसियां इस यूनिट की सबसे बड़ी दुश्मन थीं. इसलिए इसे गुप्त रखा गया था. इसकी लोकेशन भी कभी किसी को बताई नहीं जाती थी. यह सीधे रक्षा मंत्री की जानकारी में काम करती थी. अगर इसे गुप्त न रखा जाए तो इसमें काम करने वाले लोगों की पहचान सामने आ जाएगी, जो उनकी जान के लिए खतरनाक साबित होगी. जिस संदिग्ध अवस्था में उक्त दोनों लोग पकड़े गए, उसमें यह भी सवाल उठता है कि क्या वे जासूसी कर रहे थे और अगर जासूसी कर रहे थे तो किसके लिए? वे किस देश के लिए जासूसी करने वहां पहुंचे थे? क्या इन सवालों के मद्देनजर लेफ्टिनेंट जनरल तेजेंदर सिंह और इंडियन एक्सप्रेस के उस रिपोर्टर को बिना किसी सजा के छोड़ा जा सकता है? सेना में वे कौन सी ताकतें हैं, जो लगातार उन्हें बचा रही हैं? सवाल यह भी है कि किसके कहने पर डीजीएमआई ने यह आदेश दिया कि शिकायती पत्र को फाड़ दिया जाए और कंप्यूटर की हार्डडिस्क को नष्ट कर दिया जाए.
एक दूसरी खबर के बारे में एक एक्सक्लूसिव जानकारी चौथी दुनिया को मिली है. यह मामला ऑफ-द-एयर जीएसएम मॉनिटरिंग सिस्टम का है. कई दिनों से यह सुर्खियों में है कि इसे किसने खरीदा, इसमें क्या धांधली हुई और इसके पीछे कौन लोग हैं? इसे खरीदने में गड़बड़ियां हुईं. इन यंत्रों को खरीदने में ज़्यादा रुपये खर्च किए गए. चौथी दुनिया को मिले दस्तावेज बताते हैं कि इन यंत्रों को टीसीजी (टेक्नोलॉजी को-आर्डिनेशन ग्रुप) की अनुमति के बिना खरीदा गया. इस रिपोर्ट में
सा़फ-सा़फ लिखा है कि डीजीडीआईए को यह बात बताई गई कि टीसीजी के आदेश पर इन यंत्रों को नहीं खरीदा गया. अब जरा यह जान लीजिए कि उस वक्त डीजीडीआईए (डायरेक्टर जनरल डिफेंस इंटेलिजेंस एजेंसी) लेफ्टिनेंट जनरल तेजेंदर सिंह थे. कैबिनेट सेक्रेटरी, डिफेंस सेक्रेटरी, चेयरमैन-एनटीआरओ (नेशनल टेक्निकल रिसर्च ऑर्गनाइजेशन), डायरेक्टर-पीएमओ एवं ज्वाइंट सेक्रेटरी सहित चौदह लोगों को यह चिट्ठी दी गई, लेकिन जब इस मामले पर हंगामा हुआ तो किसी ने यह नहीं कहा कि ऑफ-द-एयर मॉनिटरिंग सिस्टम की खरीददारी लेफ्टिनेंट जनरल तेजेंदर सिंह ने की. सब क्यों खामोश रहे? इसका क्या मतलब है? क्या रक्षा सौदे पर सा़फ-सा़फ बोलने की किसी की हिम्मत नहीं है? उन्हें किसका डर है? क्या यह मान लिया जाए कि हथियारों के दलालों, अधिकारियों, नेताओं और मीडिया का एक ऐसा नेक्सस देश में फैल चुका है, जिसके खिला़फ बोलने की हिम्मत सरकार में भी नहीं है.
इंडियन एक्सप्रेस की पत्रकारिता के बारे में हम अगले सप्ताह विस्तारपूर्वक बताएंगे, लेकिन हम जानते हैं कि इंडियन एक्सप्रेस रामनाथ गोयनका के आदर्शों के विपरीत पत्रकारिता करते हुए अब हमारे खिला़फ अफवाहें और झूठी कहानियां फैलाएगा. हम इंतज़ार कर रहे हैं. हम इसका जवाब पत्रकारिता की उसी विधा से देंगे, जिसके लिए रामनाथ गोयनका देश के सर्वोच्च पुरोधा माने जाते थे.
जनरल वी के सिंह ने जबसे रक्षा सौदों में दलाली और घूसखोरी के खिला़फ आवाज़ उठाई, तबसे वह हथियारों के दलालों के निशाने पर आ गए. मीडिया में उनके खिला़फतरह-तरह की झूठी खबरें फैलाई गईं. अ़फसोस की बात यह है कि पिछले छह महीने से वर्तमान थलसेना अध्यक्ष बिक्रम सिंह स़िर्फ जांच कमीशन बैठा रहे हैं. ऐसा लगता है कि इन जांच कमीशनों का एकमात्र उद्देश्य जनरल वी के सिंह की ईमानदारी पर सवाल उठाना है. जनरल बिक्रम सिंह ने टेक्निकल सर्विस डिवीजन को खत्म कर दिया है. इस डिवीजन को बंद करने का मतलब यह है कि अब भारत के पास ऐसा कोई डिवीजन नहीं है, जो दुश्मन देशों के अंदर जाकर खुफिया कार्रवाई कर सके. हमारा काउंटर इंटेलिजेंस कमज़ोर हो गया, लेकिन इसकी परवाह किसी को नहीं है. देश की सरकार को भी नहीं है. यही वजह है कि जो डिवीजन पाकिस्तान और चीन के निशाने पर था, उसे देश की सरकार ने ही बंद कर दिया. जो दुश्मन चाहते थे, वह काम हमने खुद कर दिया, लेकिन वजह यह बताई गई कि इसमें काफी धांधली हुई है. धांधली क्या हुई, इसका विवरण किसी के पास नहीं है. हम पाकिस्तान, नेपाल, बर्मा और चीन से घिरे हैं. हमारे रिश्ते किसी के साथ अच्छे नहीं हैं. इतने देशों में काउंटर इंटेलिजेंस में अगर 40-50 करोड़ रुपये खर्च होते हैं तो यह धांधली नहीं है, बल्कि इस पर जो लोग सवाल उठाते हैं, वे दुश्मन देशों के प्रतिनिधि के तौर पर खड़े दिखाई देते हैं. इस यूनिट के अधिकारियों को परेशान किया जा रहा है. उन्हें इसलिए परेशान किया जा रहा है, ताकि वे जनरल वी के सिंह के खिला़फ बयान दे दें. इस यूनिट के अधिकारियों, जिन्होंने अपनी जान को दांव पर लगाकर देशहित की रक्षा की, को परेशान करने के पीछे आ़िखर क्या तर्क है? क्या उन्होंने देश की सुरक्षा के साथ कोई सौदा किया? अगर नहीं, तो उन्हें परेशान करने वाले लोग क्या अपने विदेशी आकाओं के इशारे पर यह काम कर रहे हैं?
जब देश की रक्षा और सुरक्षा का मामला हो तो मीडिया को सतर्क रहने की ज़रूरत है. इंडियन एक्सप्रेस के रिपोर्टर ने तो गलत किया ही, लेकिन इसके लिए उसके एडिटर शेखर गुप्ता भी ज़िम्मेदार हैं, क्योंकि उन्हें पता होना चाहिए कि उनका रिपोर्टर किसके साथ वहां गया और किस योजना के तहत गया. शेखर गुप्ता से उक्त दोनों ही अपरिचित नहीं हैं. इंडियन एक्सप्रेस अपने प्रचार में यह दावा करता है कि 97 फीसदी लोग उस पर भरोसा करते हैं. हम शायद बाकी तीन फीसदी में आने वाले लोग हैं, इसलिए यह कहानी उन्हीं 3 फीसदी के लोगों के लिए है. चौथी दुनिया पहले भी इंडियन एक्सप्रेस की स्पूफ स्टोरी की सच्चाई और उसमें शेखर गुप्ता की भूमिका की सच्चाई बता चुका है. इंडियन एक्सप्रेस की पत्रकारिता के बारे में हम अगले सप्ताह विस्तारपूर्वक बताएंगे, लेकिन हम जानते हैं कि इंडियन एक्सप्रेस रामनाथ गोयनका के आदर्शों के विपरीत पत्रकारिता करते हुए अब हमारे खिला़फ अफवाहें और झूठी कहानियां फैलाएगा. हम इंतज़ार कर रहे हैं. हम इसका जवाब पत्रकारिता की उसी विधा से देंगे, जिसके लिए रामनाथ गोयनका देश के सर्वोच्च पुरोधा माने जाते थे. आखिर में हम एक सवाल छोड़े जाते हैं कि यह कैसा संयोग है कि जब-जब आर्मी चीफ बिक्रम सिंह कोई जांच बैठाते हैं, तो उसकी खबर सबसे पहले इंडियन एक्सप्रेस को मिलती है. इंडियन एक्सप्रेस को र्फ वह खबर नहीं मिल सकी, जब सीबीआई ने लेफ्टिनेंट जनरल तेजेंदर सिंह को अपने शिकंजे में लिया.

भारतीय सेना की एक यूनिट है टेक्निकल सर्विस डिवीजन (टीडीएस), जो दूसरे देशों में कोवर्ट ऑपरेशन करती है. यह भारत की ऐसी अकेली यूनिट है, जिसके पास खुफिया तरीके से ऑपरेशन करने की क्षमता है. इसे रक्षा मंत्री की सहमति से बनाया गया था, क्योंकि रॉ और आईबी जैसे संगठनों की क्षमता कम हो गई थी. यह इतनी महत्वपूर्ण यूनिट है कि यहां क्या काम होता है, इसका दफ्तर कहां है, कौन-कौन लोग इसमें काम करते हैं आदि सारी जानकारियां गुप्त हैं, टॉप सीक्रेट हैं, लेकिन 16 अगस्त, 2012 को शाम छह बजे एक सफेद रंग की क्वॉलिस गाड़ी टेक्निकल सर्विस डिवीजन के दफ्तर के पास आकर रुकती है, जिससे दो व्यक्ति उतरते हैं. एक व्यक्ति क्वॉलिस के पास खड़े होकर इंतज़ार करने लगता है और दूसरा व्यक्ति यूनिट के अंदर घुस जाता है. वहां मौजूद एक सैनिक ने जब उस अजनबी को संदिग्ध हालत में खड़े देखा तो उसने उसकी पहचान पूछी. इस पर पहले तो उस व्यक्ति ने झांसा देने की कोशिश की और कहा कि वह एक आर्मी ऑफिसर है. जब उससे पहचान पत्र की मांग की गई और वहां आने का कारण पूछा गया तो उसने बताया कि वह इंडियन एक्सप्रेस का रिपोर्टर है.

इंडियन एक्सप्रेस का रिपोर्टर उस वर्जित क्षेत्र में क्या करने गया था? क्या यह रिपोर्टर अपने संपादक शेखर गुप्ता की अनुमति से वहां आया था? क्या शेखर गुप्ता को यह पता था कि उनका रिपोर्टर एक ऐसी जगह पर गया है, जहां पर जाना वर्जित है? उस समय जिस जगह यह यूनिट थी, वह सैनिक क्षेत्र के बीचोबीच है, जहां कुत्तों के घूमने पर भी गोली चल सकती है. अगर वह रिपोर्टर शेखर गुप्ता को बिना बताए वहां गया था तो क्या उसने घटना के बाद यह जानकारी शेखर गुप्ता को दी? ये सारे सवाल इसलिए उठाने ज़रूरी हैं, क्योंकि इंडियन एक्सप्रेस में काम करने वाले लोग बताते हैं कि वह रिपोर्टर शेखर गुप्ता के नज़दीक है, उनका हिटमैन है. वैसे यह कहानी यहीं खत्म नहीं होती है.
जब उस सैनिक ने रिपोर्टर से पूछताछ शुरू की तो वह घबरा गया. सैनिक ने जब रिपोर्टर को बताया कि यह आर्मी का दफ्तर नहीं है तो उसने कहा कि वह अंदर टहल कर आ चुका है और उसने सेना वाले नंबरों की गाड़ियां भी देखी हैं. इसके बाद वह सैनिक इंडियन एक्सप्रेस के उस रिपोर्टर को दफ्तर के परिसर से बाहर निकालने लगा, लेकिन जैसे ही वह बाहर आया तो उसकी नज़र कुछ दूरी पर खड़ी एक सफेद क्वॉलिस गाड़ी पर पड़ी, जो उस रिपोर्टर का इंतज़ार कर रही थी. उस सैनिक को शक हुआ. उसने रिपोर्टर से पूछा कि उसे इस दफ्तर की लोकेशन के बारे में कैसे पता चला? इस पर रिपोर्टर चुप रहा. सैनिक ने फिर पूछा कि तुम यहां तक कैसे पहुंचे? सवालों से परेशान होकर इंडियन एक्सप्रेस का वह रिपोर्टर वहां से एक झटके में निकल पड़ा और क्वॉलिस की तऱफ चला गया. अब सवाल है कि उस क्वॉलिस गाड़ी में कौन था? इंडियन एक्सप्रेस का रिपोर्टर किसके साथ वहां पहुंचा था?

क्या हमने पाकिस्तान और चीन को भारतीय सेना के अंदर खुफिया ऑपरेशन या जासूसी करने की खुली छूट दे दी है? यह सवाल उठाना इसलिए ज़रूरी है, क्योंकि इस यूनिट का गठन दूसरे देशों में गुप्त ऑपरेशन करने के लिए हुआ था. इसे ़खत्म करने के लिए वे देश तत्पर थे, जिनसे भारत के रिश्ते अच्छे नहीं हैं. वहां की खुफिया एजेंसियां इस यूनिट की सबसे बड़ी दुश्मन थीं. इसलिए इसे गुप्त रखा गया था. इसकी लोकेशन भी कभी किसी को बताई नहीं जाती थी. यह सीधे रक्षा मंत्री की जानकारी में काम करती थी. अगर इसे गुप्त न रखा जाए तो इसमें काम करने वाले लोगों की पहचान सामने आ जाएगी, जो उनकी जान के लिए खतरनाक साबित होगी. जिस संदिग्ध अवस्था में उक्त दोनों लोग पकड़े गए, उसमें यह भी सवाल उठता है कि क्या वे जासूसी कर रहे थे और अगर जासूसी कर रहे थे तो किसके लिए? वे किस देश के लिए जासूसी करने वहां पहुंचे थे? क्या इन सवालों के मद्देनजर लेफ्टिनेंट जनरल तेजेंदर सिंह और इंडियन एक्सप्रेस के उस रिपोर्टर को बिना किसी सजा के छोड़ा जा सकता है? सेना में वे कौन सी ताकतें हैं, जो लगातार उन्हें बचा रही हैं? सवाल यह भी है कि किसके कहने पर डीजीएमआई ने यह आदेश दिया कि शिकायती पत्र को फाड़ दिया जाए और कंप्यूटर की हार्डडिस्क को नष्ट कर दिया जाए.
एक दूसरी खबर के बारे में एक एक्सक्लूसिव जानकारी चौथी दुनिया को मिली है. यह मामला ऑफ-द-एयर जीएसएम मॉनिटरिंग सिस्टम का है. कई दिनों से यह सुर्खियों में है कि इसे किसने खरीदा, इसमें क्या धांधली हुई और इसके पीछे कौन लोग हैं? इसे खरीदने में गड़बड़ियां हुईं. इन यंत्रों को खरीदने में ज़्यादा रुपये खर्च किए गए. चौथी दुनिया को मिले दस्तावेज बताते हैं कि इन यंत्रों को टीसीजी (टेक्नोलॉजी को-आर्डिनेशन ग्रुप) की अनुमति के बिना खरीदा गया. इस रिपोर्ट में
सा़फ-सा़फ लिखा है कि डीजीडीआईए को यह बात बताई गई कि टीसीजी के आदेश पर इन यंत्रों को नहीं खरीदा गया. अब जरा यह जान लीजिए कि उस वक्त डीजीडीआईए (डायरेक्टर जनरल डिफेंस इंटेलिजेंस एजेंसी) लेफ्टिनेंट जनरल तेजेंदर सिंह थे. कैबिनेट सेक्रेटरी, डिफेंस सेक्रेटरी, चेयरमैन-एनटीआरओ (नेशनल टेक्निकल रिसर्च ऑर्गनाइजेशन), डायरेक्टर-पीएमओ एवं ज्वाइंट सेक्रेटरी सहित चौदह लोगों को यह चिट्ठी दी गई, लेकिन जब इस मामले पर हंगामा हुआ तो किसी ने यह नहीं कहा कि ऑफ-द-एयर मॉनिटरिंग सिस्टम की खरीददारी लेफ्टिनेंट जनरल तेजेंदर सिंह ने की. सब क्यों खामोश रहे? इसका क्या मतलब है? क्या रक्षा सौदे पर सा़फ-सा़फ बोलने की किसी की हिम्मत नहीं है? उन्हें किसका डर है? क्या यह मान लिया जाए कि हथियारों के दलालों, अधिकारियों, नेताओं और मीडिया का एक ऐसा नेक्सस देश में फैल चुका है, जिसके खिला़फ बोलने की हिम्मत सरकार में भी नहीं है.
इंडियन एक्सप्रेस की पत्रकारिता के बारे में हम अगले सप्ताह विस्तारपूर्वक बताएंगे, लेकिन हम जानते हैं कि इंडियन एक्सप्रेस रामनाथ गोयनका के आदर्शों के विपरीत पत्रकारिता करते हुए अब हमारे खिला़फ अफवाहें और झूठी कहानियां फैलाएगा. हम इंतज़ार कर रहे हैं. हम इसका जवाब पत्रकारिता की उसी विधा से देंगे, जिसके लिए रामनाथ गोयनका देश के सर्वोच्च पुरोधा माने जाते थे.
जनरल वी के सिंह ने जबसे रक्षा सौदों में दलाली और घूसखोरी के खिला़फ आवाज़ उठाई, तबसे वह हथियारों के दलालों के निशाने पर आ गए. मीडिया में उनके खिला़फतरह-तरह की झूठी खबरें फैलाई गईं. अ़फसोस की बात यह है कि पिछले छह महीने से वर्तमान थलसेना अध्यक्ष बिक्रम सिंह स़िर्फ जांच कमीशन बैठा रहे हैं. ऐसा लगता है कि इन जांच कमीशनों का एकमात्र उद्देश्य जनरल वी के सिंह की ईमानदारी पर सवाल उठाना है. जनरल बिक्रम सिंह ने टेक्निकल सर्विस डिवीजन को खत्म कर दिया है. इस डिवीजन को बंद करने का मतलब यह है कि अब भारत के पास ऐसा कोई डिवीजन नहीं है, जो दुश्मन देशों के अंदर जाकर खुफिया कार्रवाई कर सके. हमारा काउंटर इंटेलिजेंस कमज़ोर हो गया, लेकिन इसकी परवाह किसी को नहीं है. देश की सरकार को भी नहीं है. यही वजह है कि जो डिवीजन पाकिस्तान और चीन के निशाने पर था, उसे देश की सरकार ने ही बंद कर दिया. जो दुश्मन चाहते थे, वह काम हमने खुद कर दिया, लेकिन वजह यह बताई गई कि इसमें काफी धांधली हुई है. धांधली क्या हुई, इसका विवरण किसी के पास नहीं है. हम पाकिस्तान, नेपाल, बर्मा और चीन से घिरे हैं. हमारे रिश्ते किसी के साथ अच्छे नहीं हैं. इतने देशों में काउंटर इंटेलिजेंस में अगर 40-50 करोड़ रुपये खर्च होते हैं तो यह धांधली नहीं है, बल्कि इस पर जो लोग सवाल उठाते हैं, वे दुश्मन देशों के प्रतिनिधि के तौर पर खड़े दिखाई देते हैं. इस यूनिट के अधिकारियों को परेशान किया जा रहा है. उन्हें इसलिए परेशान किया जा रहा है, ताकि वे जनरल वी के सिंह के खिला़फ बयान दे दें. इस यूनिट के अधिकारियों, जिन्होंने अपनी जान को दांव पर लगाकर देशहित की रक्षा की, को परेशान करने के पीछे आ़िखर क्या तर्क है? क्या उन्होंने देश की सुरक्षा के साथ कोई सौदा किया? अगर नहीं, तो उन्हें परेशान करने वाले लोग क्या अपने विदेशी आकाओं के इशारे पर यह काम कर रहे हैं?
जब देश की रक्षा और सुरक्षा का मामला हो तो मीडिया को सतर्क रहने की ज़रूरत है. इंडियन एक्सप्रेस के रिपोर्टर ने तो गलत किया ही, लेकिन इसके लिए उसके एडिटर शेखर गुप्ता भी ज़िम्मेदार हैं, क्योंकि उन्हें पता होना चाहिए कि उनका रिपोर्टर किसके साथ वहां गया और किस योजना के तहत गया. शेखर गुप्ता से उक्त दोनों ही अपरिचित नहीं हैं. इंडियन एक्सप्रेस अपने प्रचार में यह दावा करता है कि 97 फीसदी लोग उस पर भरोसा करते हैं. हम शायद बाकी तीन फीसदी में आने वाले लोग हैं, इसलिए यह कहानी उन्हीं 3 फीसदी के लोगों के लिए है. चौथी दुनिया पहले भी इंडियन एक्सप्रेस की स्पूफ स्टोरी की सच्चाई और उसमें शेखर गुप्ता की भूमिका की सच्चाई बता चुका है. इंडियन एक्सप्रेस की पत्रकारिता के बारे में हम अगले सप्ताह विस्तारपूर्वक बताएंगे, लेकिन हम जानते हैं कि इंडियन एक्सप्रेस रामनाथ गोयनका के आदर्शों के विपरीत पत्रकारिता करते हुए अब हमारे खिला़फ अफवाहें और झूठी कहानियां फैलाएगा. हम इंतज़ार कर रहे हैं. हम इसका जवाब पत्रकारिता की उसी विधा से देंगे, जिसके लिए रामनाथ गोयनका देश के सर्वोच्च पुरोधा माने जाते थे. आखिर में हम एक सवाल छोड़े जाते हैं कि यह कैसा संयोग है कि जब-जब आर्मी चीफ बिक्रम सिंह कोई जांच बैठाते हैं, तो उसकी खबर सबसे पहले इंडियन एक्सप्रेस को मिलती है. इंडियन एक्सप्रेस को र्फ वह खबर नहीं मिल सकी, जब सीबीआई ने लेफ्टिनेंट जनरल तेजेंदर सिंह को अपने शिकंजे में लिया.
